China's "Chokepoint" Technologies

Greetings Again, Friends:

Right after I sent you a newsletter this week, the U.S. Air Force published our study on China's critical technology "chokepoints." Here is a link to download it: The Achilles’ Heel of Self-Reliance: China’s “Chokepoint” Technologies, by Matt Brazil and SZ Tan.

Executive Summary

As U.S.-China technological competition intensifies, both countries are focused on “chokepoint” technologies—critical capabilities where dependence on foreign suppliers creates strategic vulnerabilities.

In 2018, China’s Science and Technology Daily, an official PRC government publication, issued a list of 35 such technologies, highlighting areas where foreign export controls or intellectual property restrictions constrained Chinese development. The list was subsequently deleted, perhaps because it exposed strategic weaknesses.

Eight years later, the list provides a benchmark for measuring China’s progress. Our assessment, published by the U.S. Air Force on 19 October, finds that China has achieved parity or near parity in nine to 12 of the 35 technologies, but remains behind global leaders in the others, significantly so in 12 to 14 cases. These vulnerabilities span aerospace, biotechnology, electronics, advanced manufacturing, energy, transportation, and maritime infrastructure.

CCP Espionage Supremo Chen Wenqing and deposed general Zhang Youxia

Dear Friends, Greetings: I'm in the final stretch of completing the manuscript for the book, tentatively titled: The Darkest Red Corner: Beijing's Worldwide Espionage and Influence Offensive. I aim to finish the draft in December and send a manuscript to a publisher in January. To mix metaphors, nailing down the story of CCP espionage has been like hacking my way through the jungle, but I see the end in view (or the "light at the end of the tunnel"; apologies to General William Westmoreland)....

Greetings Friends: I’ve consolidated my recent writing and research on Chinese intelligence, technology transfer, and influence operations into a single website: https://www.mattbrazil.com/ The website is intended as a resource for analysts and business leaders dealing with China-related risk and strategy. It includes two new items: a recent white paper presented in Washington, “Gettin’ on Down with Chinese State Security and Public Security". It is an essay about coping with those agencies...

Dear Friends: Book Research News My last newsletter was in February - apologies for being quiet for so long. I'm moving forward with chapters for the book on China's state security structure and activities, and will shortly submit a proposal to a publisher. The revised table of contents includes chapters on: Enemies Within (sound familiar?) Taiwan and the United States as main espionage targets The CCP's use of Hong Kong and Macau Operations in Europe and Asia The Cyber Revolution Research...
